Parking in Gurugram is governed by the Haryana Building Code 2017, which applies across urban Haryana, including DTCP-licensed colonies, HSVP sectors and municipal areas. Delhi's Unified Building Bye-Laws 2016 do not apply here. Residential parking is set per dwelling unit in Equivalent Car Spaces (ECS), and non-residential parking per square metre of covered area. The same code applies in Faridabad and Panchkula.

Mechanical parking

Permitted with conditions in Gurugram

What the regulation says

The Haryana Building Code 2017 anticipates mechanical parking in basements and on upper floors and sets a maximum clear height for floors that carry it (Code 7.1(11)). Covered parking in a basement, stilt or multi-level structure is outside FAR (Code 7.1(10)). The code gives no reduced area per ECS for mechanical parking and does not say how a stacked space is counted, so the count is agreed with the sanctioning authority.

Conditions to design around

• Floor-to-ceiling clear height of a basement or floor with mechanical parking may be up to 4.75 m (Code 7.1(11)). • Covered parking in basement, stilt or multi-level parking above ground is not counted in FAR; the footprint of a separate parking block counts towards ground coverage (Code 7.1(10)). • No storage or commercial activity in covered parking; misuse attracts three times the composition fee for excess covered area (Code 7.1(12)–(13)). • Area per ECS for sites other than residential plots: 23 sqm open, 28 sqm stilt, 32 sqm basement. No separate figure for mechanical parking. • How many ECS a stacked or puzzle space counts as is not stated — confirm with DTCP / HSVP / MCG in writing before relying on stacked spaces.

Headroom and structural requirements

Where mechanical parking is provided in a basement or on upper floors, the floor-to-ceiling clear height may be up to 4.75 m (Code 7.1(11)). A two-level stacker (about 3.6 m) or two-level puzzle (3.6–3.8 m) fits within this; a third level above the floor generally needs a pit. Confirm against the product before design.

Provisions

Loadings, relaxations and clearances

Visitor parking

Hospitals: 1 ECS per 4 beds for visitors (Code 7.1(6)). Hotels: employee and visitor parking set separately by star category (Code 7.1(9)). No separate visitor loading is stated for housing.

Relaxations and special cases

Group housing: at least 5% of the total car parking area must be made available to EWS flats (Code 7.1(2)). Designated shopping areas developed by the competent authority keep 65% of site area for parking (Code 7.1(5)).

Fire clearances

Fire NOC from Haryana Fire and Emergency Services for high-rise buildings; mechanical parking assessed against NBC 2016 Part 4. Involve the fire consultant at concept stage.
